Russia’s crypto regulation law, set to take effect from September 1st, will govern the issuance, circulation, storage, and accounting of crypto and digital assets. It will also oversee mining and crypto exchange activity to ensure the smooth functioning of the sector.
Moreover, organisations listed in state registers will be allowed to operate cryptocurrency exchanges. Registered exchanges are expected to maintain at least 15M roubles in capital and join a self-regulatory financial organisation.
However, Russia’s crypto legal framework maintains a ban on the use of crypto as a means of payment for goods and services. It also prohibits promoting cryptocurrencies as a means of payment, while keeping restrictions on related payment advertising.

Wu Blockchain on X recently cited a Rambler&Co survey reported by Tass, stating how the Russian crypto market is still approaching digital assets cautiously. Nearly 69% of respondents said they do not see practical use cases for cryptocurrencies, even after Russia’s crypto regulation law is on the cusp of a rollout.
Another 52% shared that they are unsure of how the new rules would impact their lives. The survey further stated that 6% of respondents had practical experience with crypto, while 52% accepted they do not know much about cryptocurrencies. This survey insight portrays a stark contrast, suggesting that retail crypto adoption in Russia remains limited despite the country’s regulatory shift.
Putin’s Thoughts On Crypto?
Russian President Vladimir Putin’s stance on crypto has also evolved dramatically over the years. Putin’s crypto stance was harsher earlier, where he reiterated the risks of exploring digital assets.
