CLARITY Act Vote Delayed Until September as Michael Saylor Says ‘America Needs Clarity’

CLARITY Act

The crypto industry was expecting a major regulatory milestone this week. Instead, the CLARITY Act will have to wait. The US Senate postponed a vote on the crypto bill until lawmakers return from their August recess. This caused further uncertainty around digital asset regulation. The delay prompted an immediate response from industry leaders. Meanwhile, Bitcoin’s price remained below $65,000.

The US Senate has pushed the CLARITY Act vote to September, delaying what many in the crypto industry view as one of the most significant pieces of digital asset legislation in years. The bill is designed to establish clearer rules for cryptocurrencies by defining the regulatory responsibilities of the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). Majority Leader John Thune said,

“The Dems insisted on no Clarity vote. We’re getting that queued up first thing [when] we come back in September.”

The postponement comes after lawmakers left for their August recess without bringing the legislation to a final vote. Senator Elizabeth Warren has remained one of the bill’s most vocal critics. Warren argued that it could weaken investor protections and create loopholes for the crypto industry.

Bitcoin’s price showed little immediate reaction to the news, continuing to trade below $65,000. The muted response suggests investors may be treating the delay as a political setback rather than a change to Bitcoin’s long-term outlook.

Michael Saylor Says America, Not Bitcoin, Needs Clarity

Among the first industry leaders to react was Michael Saylor, executive chairman of Strategy. He posted on X, “Bitcoin doesn’t need clarity. America needs clarity.” His comment quickly gained traction across the crypto community. This shows growing frustration over the pace of US crypto regulation.

Cardano founder Charles Hoskinson also criticized opposition to the bill. He noted that resistance to the CLARITY Act reflects broader disagreements over the future of digital asset regulation in the US.

Prediction market Polymarket also reflected the change in sentiment. Following news of the delay, the platform showed lower odds that the CLARITY Act would become law in 2026.

While the legislation is now expected to return in September, its outcome could have lasting implications for exchanges, token issuers and institutional investors seeking clearer regulatory rules. Until then, the crypto industry remains in a familiar position which is waiting for the government to provide the certainty many believe is long overdue.
