Russia’s crypto legal framework has finally started to show significant progress. Beginning September 1st, the country will be unveiling its Russia crypto legislation pathway officially, enabling cryptocurrency trading through licensed intermediaries operating under a Bank of Russia-regulated framework. This framework will be supervised and overseen by the Bank of Russia. This development marks a significant shift in Russia’s crypto adoption stance.

However, a new narrative seems to be overshadowing this legal crypto framework. A new survey by Rambler&Co survey reported by Tass has revealed that 69% of Russians say they still do not see practical use cases for cryptocurrencies, despite the new legal framework.

Russian PM Vladimir Putin has finally signed a new law, prioritising Russia’s crypto legislation frameworks. Under this new ordeal, cryptocurrency trading in Russia will be available through central bank regulated institutions. This will help the government deliver a controlled crypto trading environment for investors to explore instead of a fully open retail market. Russia’s crypto legal framework was under work for long, and will become operational from September 1st 2026.

Russia’s crypto legislation frameworks will adhere to certain guidelines, including allowing trading of eligible digital assets that meet the country’s market capitalisation and liquidity requirements, reflecting the government’s cautious approach toward crypto trading. This will also limit access to approved cryptocurrencies, reflecting Russia’s explorative stance.

This move marks an essential shift in Russia’s crypto adoption stance. The move outlines how Russia is still maintaining strict oversight, while allowing crypto innovation and trading for its investors to explore. The government has repeatedly emphasized its need to control the environment in order to protect its investors from potential Russian crypto market risks and scams.

Details About The Crypto Law That Putin Signed

Russia’s crypto regulation law, set to take effect from September 1st, will govern the issuance, circulation, storage, and accounting of crypto and digital assets. It will also oversee mining and crypto exchange activity to ensure the smooth functioning of the sector.

Moreover, organisations listed in state registers will be allowed to operate cryptocurrency exchanges. Registered exchanges are expected to maintain at least 15M roubles in capital and join a self-regulatory financial organisation.

However, Russia’s crypto legal framework maintains a ban on the use of crypto as a means of payment for goods and services. It also prohibits promoting cryptocurrencies as a means of payment, while keeping restrictions on related payment advertising.

Crypto Investor Sentiment In Russia Remains Low

While the new Russia crypto legal framework allows investors to trade crypto, a new survey has delivered striking insights opposed to this development. Wu Blockchain on X recently cited a Rambler&Co survey reported by Tass, stating how the Russian crypto market is still approaching digital assets cautiously. Nearly 69% of respondents said they do not see practical use cases for cryptocurrencies, even after Russia’s crypto regulation law is on the cusp of a rollout.

Another 52% shared that they are unsure of how the new rules would impact their lives. The survey further stated that 6% of respondents had practical experience with crypto, while 52% accepted they do not know much about cryptocurrencies. This survey insight portrays a stark contrast, suggesting that retail crypto adoption in Russia remains limited despite the country’s regulatory shift.

Putin’s Thoughts On Crypto?

Russian President Vladimir Putin’s stance on crypto has also evolved dramatically over the years. Putin’s crypto stance was harsher earlier, where he reiterated the risks of exploring digital assets. However, in recent years, Putin has increasingly supported regulated cryptocurrency use, particularly for international trade and financial settlements. Putin had earlier shared:

“For example, Bitcoin, who can prohibit it? No one.”

Putin’s crypto stance largely promotes innovation, as he once said how innovation in advanced payment technologies is inevitable.
